Total flooding systems operating with light foam are based upon the principle that in case of fire, the protected area is filled up with light foam, using the obvious feature that the fire danger of all the materials embedded in the foam is eliminated. The is no fire under the foam: there is no fresh supply of oxygen, there is no heat to initiate the fire, the fire cannot progress further. At the same time, the extinguishing material to be used is a small fraction of any other fire fighting material, water, foam or other extinguishing substance. Total protection.

The total flooding systems operated with light foam may operate both in automatic and manual regime. The most frequently applied solution for generating the signal to start extinguishing is the fire alarm signal issued by the fire alarm system. However, the starting signal can also be produced as necessary, using other solutions (e.g. pilot systems).
In order to avoid the unintended alarms and the resulting losses, the fire extinguishing system in general starts functioning after the lapse a programmable time, following the fire alarm. During the delay period, the staff on site can inhibit the extinguishing process, if they checked the situation carefully and found the extinguishing absolutely unnecessary. The extinguishing system operating with total flooding of light foam fills the protected section with foam to the full height. In the space filled in with foam, the foam removes oxygen, a necessary condition of fire, therefore, it is also superbly suitable for extinguishing fires of great depth.

The Hungarian regulations primarily concentrate on the extinguishing technology of combustible liquids in the field of equipment extinguishing with foam. However, the international literature already deals with the total flooding with light foam systems as separate units.

In the regulation perhaps the really key guideline is provided by the American standard NFPA 11/A, which ensures the integration of experience in the regulatory system through continuous upgrading, however, in the European field VdS provides a very key role also in the future.

| Accession to the European Union may mean a change in the Hungarian relations, which may lead to the further enlargement and review according to structure and contents of the single regulation applicable at present to installed fire extinguishing equipment, i.e. the Decree No. 2/2002 (I.23.) of the Ministry of Interior.
